Can I digitize materials that are accessible in physical form in a library?

The conversion of material from physical to digital form constitutes reproduction of the work. Therefore, the same rules that apply to photocopying or printing digital material also apply to digitization. It should be noted, however, that the exception does not include making materials available to the public. That means that the material cannot be published. Such use remains subject to copyright restrictions and requires a permission of the author.
