Exception for communication to the public via dedicated terminals (Article 49b of the Copyright and Related Rights Act)

Publicly accessible archives, libraries, museums and educational institutions may, for the purposes of research or individual study, make works from their collections available to the public through dedicated terminals located on their premises. This exception applies unless otherwise stipulated in a contract transferring economic rights (for example, a license agreement or a sales contract).

Institutions may make individual works from their collections available on these terminals, but they are not permitted to make entire collections available or to digitize them in full for this purpose.

Example: A library allows users to access copyright-protected journal articles on computers within its premises for research or study purposes.
