When can I restrict open access to research data?

Exceptions to full open access are allowed in justified cases, when open access would endanger the:
protection of intellectual property,
protection of personal data, or
safety of individuals or the country
Every exception must be clearly justified in the Research Data Management Plan (DMP).
If full open access is not possible, the data should, where feasible, be made available in anonymised form or under controlled, limited access.
If this is also not possible, at minimum the metadata must be made publicly available, provided that no legal restrictions apply.
