A company provided me with data for public research, but now wants to restrict access to it. Can I still publish the work in open access?

Yes. Even in this situation, the researcher or research institution must ensure open access to the results of the research. However, it may be possible to agree with the company that certain sensitive data will be redacted or excluded from publication (e.g., data covered by non-disclosure agreements).
The second paragraph of Article 41 of the Scientific Research and Innovation Activities Act allows exceptions to full open access. Open access may be restricted for the protection of intellectual property, protection of personal data or protection of the safety of individuals or the country. A company may therefore request restricted access if the research contains, for example, personal data of its employees or other protected information.
